    Interactive calculators from AIB International allow commercial bakers to evaluate the ability of baking processes to destroy Salmonella in product categories including muffins, bread, hamburger buns, and—most recently—crisp cookies. The calculators work by using oven time and temperature parameters to automatically determine the total process lethality for Salmonella. If the desired log reduction is achieved for a baking process and the pathogen of concern, a report that is generated may be used as guidance and supporting documentation for the Food Safety and Modernization Act validation and verification process.     • 2016年4月21日,约翰•桑顿中国中心客座研究员林福(音)发文称,中国修订《食品安全法》是朝着正确方向迈出的一步,但还不足以解决中国的食品安全危机,监管执法仍然是一个挑战 。文中说道,根据皮尤全球态度项目(Pew Global Attitudes)的一项调查,2015年有71%的中国民众认为食品安全存在较大问题。 一、提升食品安全的意义 1. 能够保障消费者的健康。食品安全问题对中国消费者健康状况乃至生命安全造成威胁。同时,对国际消费者也至关重要,因为来自中国的食品和食材在全球超市货架上都随处可见; 2. 能够改善和化解民众对食品安全的忧虑,提升消费者信心,这是中国需要向消费经济转型的关键一环,在中国GDP增长从最高速开始回落的背景下,更是重中之重,也关系着全球的经济稳定; 3. 能够增强民众对政府和食品企业的信任,促进社会诚信和稳定。 二、食品安全监管面临的问题 经修订的中国《食品安全法》于2015年10月颁布实施,旨在强化对中国食品企业的监管,加强对全食品供应链的监督。然而,食品安全问题挑战不在立法而在执法。食品行业很难监管,这是因为: 1. 食品安全部门监管范围较宽,如土壤污染物的富集吸收、生产加工违规使用添加剂、销售假冒或过期食品等违背商业道德的行为等,难以面面俱到、实时监管; 2. 中国食品安全部门必须面对一个因支离破碎而混乱不堪的国内食品行业。因此,规范为超市和食品加工企业供货的农场以及约35000家中国食品加工企业就成为了中国政府的一大难题。 三、建议及解决办法 1. 只有监管和处罚更严格,才能提升消费者对食品卫生及安全的信任; 2. 监管部门间的协调统一仍有待提高。除国家食品药品监管总局外,国家质量监督检验检疫总局、农业部、国家卫生及计划生育委员会也参与监管。各部门都有自己的一套食品安全法规,也就意味着需要更好地协调合作,食品安全监管体系才能正常运转; 3. 减少食品安全违规行为,增加食品供应链透明度和产品可追溯性,最终恢复消费者对食品供应的信心和对食品企业及政府的信任; 4. 更多的监管规定和产业链监督措施将提高商业成本,加速行业整合,从监管角度看,应该能推动中国食品行业的管理水平提高。部分附加成本必然由消费者承担,最终消费决策将证明消费者愿意为可信赖的安全食品溢价。国内有机食品产业的发展、社区农业、城市周边的白领农业已经说明,有消费者愿意多花钱来保证食品供应的品质。 (编译 盛怡瑾)
