To provide State environmental agencies with a positive approach to water program enhancement by creating a nation wide mechanism to share effective approaches State to State. The Association of State and Interstate Water Pollution Control Administrators (ASIWPCA) will maintain the State Helping States (SHS) program to improve State Water Quality Management Programs nationwide. It will transfer effective and innovative approaches State to State. SHS is premised on the fact that States are pioneers in different aspects of the water quality program at different points in time. Collaborative sharing and adaptive management are crucial to achieving better environmental results.
