In China, where the HIV epidemic remains concentrated among highly marginalized groups such as men who have sex with men, sex-workers, and people who inject drugs, CBOs must be recognized for what they are: invaluable and irreplaceable partners in rolling out the response. To repeat a term that Li Keqiang used earlier this month when praising the contributions of civil society in China’s response to HIV, CBOs are “indispensable”.
