    • 此书是由郑州大学水科学研究中心教授胡德胜博士为主编译而成。它是胡德胜教授担任主编的“十一五”国家重点图书出版规划项目“资源和能源政策法律比较丛书”中的一本，郑州大学出版社2008年1月出版。 　　同中国一样，澳大利亚属于水资源严重缺乏的国家。澳大利亚是联邦制国家，各州和地区对水资源管理承担主要责任。1994年以后，各州和地区先后废除了传统的着重保护私权的水法制度，根据可持续发展理论对水资源法进行了彻底的改革，对水资源实行统一管理。它和南非被公认为是世界上水资源政策和法律较完善的两个典范。 　　此书是国内第一本进行面(澳大利亚联邦层次)、点(首都地区、南澳大利亚州、昆士兰州、维多利亚州和墨累一达令流域)结合研究，介绍澳大利亚水资源法律与政策的中文著作。
