  • WASHINGTON, D.C. — As part of the Biden-Harris Administration’s Investing in America agenda, the U.S. Department of Energy (DOE) today opened applications for up to $900 million in funding to support the initial domestic deployment of Generation III+ (Gen III+) small modular reactor (SMR) technologies. DOE plans to use this funding—made possible in part by President Biden’s Bipartisan Infrastructure Law—to spur the safe and responsible deployment of advanced reactor technologies across the country and encourage follow-on reactor projects to support our nation's ambitious climate goals and meeting the growing demand for clean, reliable, and affordable power. Today’s announcement aims to assist the private sector in establishing a credible and sustainable pathway to deploying a fleet of Gen III+ SMRs across the country that advances environmental protection and community benefits, creates new, good-paying, high-quality jobs, and reinforces America’s leadership in the nuclear industry.  

    “Revitalizing America’s nuclear sector is key to adding more carbon free energy to the grid and meeting the needs of our growing economy—from AI and data centers to manufacturing and healthcare,” said U.S. Secretary of Energy Jennifer M. Granholm. “Thanks to the President and Vice President’s Investing in America agenda, the nation’s nuclear industry is poised to lead the world in innovative advanced reactor technologies, which will create high-paying jobs while providing the flexible and reliable clean energy we need to support a thriving clean energy future.”

    “President Biden and Vice President Harris made a big bet on America’s energy potential, and this Administration’s investments to jumpstart our nuclear future are paying off in a big way,” said White House National Climate Advisor Ali Zaidi. “All across the country, we are seeing a muscular resurgence in American energy innovation – from bringing back previously shuttered nuclear plants to bringing online new technologies and new reactors. America’s nuclear industry is racing ahead because strong Biden-Harris policies are spurring billions in private sector investment into this critical technology, which will lower energy costs and create good-paying union jobs.”

    DOE?estimates?the U.S. will need approximately 700-900 GW of additional clean, firm power generation capacity to reach net-zero emissions by 2050.?Nuclear power is a proven option that could be deployed to meet this growing demand. In 2023, nuclear energy provided nearly half of America’s carbon-free electricity. Utilities are looking to extend the lifespan of current nuclear reactors, planning to uprate reactor capacity, reversing plans to close reactors, and even restarting formerly closed reactors. At the same time, they are earnestly exploring building new reactors to meet the fast-growing demand for carbon-free energy. Designed with a variety of capabilities, sizes, and deployment scenarios in mind, SMRs can be used for power generation, process heat, desalination, and more. In particular, SMRs offer the potential for greater modularity, more factory-style construction, and the ability to be matched with loads and scaled to meet demand. Additionally, Gen III+ SMRs may be able to revitalize and leverage the expertise, workforce, and supply chains supporting the existing fleet of large light-water reactor designs, thus providing a near-term path for new nuclear deployments and operation.

    Created by the Consolidated Appropriations Act of 2024 and utilizing funds from President Biden’s Bipartisan Infrastructure Law, DOE anticipates offering funding in two tiers: Tier 1: First Mover Team Support, managed by the Office of Clean Energy Demonstrations (OCED), will provide up to $800M for milestone-based awards to support up to two first mover teams of utility, reactor vendor, constructor, and end-users/off-takers committed to deploying a first plant while facilitating a multi-reactor, Gen III+ SMR orderbook and the opportunity to work with the National Nuclear Security Administration (NNSA) to incorporate safeguards and security by design into the projects. Tier 2: Fast Follower Deployment Support, managed by the Office of Nuclear Energy (NE), will provide up to $100M to spur additional Gen III+ SMR deployments by addressing key gaps that have hindered the domestic nuclear industry in areas such as design, licensing, supplier development, and site preparation. For Tier 1, teams must include a U.S. utility, reactor technology vendor, and engineering, procurement, and construction (EPC) company with the lead applicant being the utility, end-user/off-taker, a development company, or incorporated consortium. Tier 2 funding is sorted into three different categories, for which applicants must be either planned project owners or utilities, or entities looking to improve the capability, capacity, or cost competitiveness of the domestic supply chain for Gen?III+ SMRs.     These investments advance the President’s?Justice40 Initiative, which sets a goal that 40% of the overall benefits of certain federal climate, clean energy, affordable and sustainable housing, and other investments flow to disadvantaged communities that are marginalized by underinvestment and overburdened by pollution.

These projects will advance critical elements of hydrogen fueling infrastructure, develop and demonstrate hydrogen-powered container-handling equipment for use at ports, and improve processes essential to the efficient, timely, and equitable deployment of hydrogen technologies. Among the selected projects are innovative, first-of-a-kind efforts to improve community engagement and ensure the benefits of the clean energy revolution are felt by all Americans. Building a strong and equitable domestic clean hydrogen economy is a key pillar of President Biden and Vice President Harris’ plan to strengthen America’s economic competitiveness, create new good-paying, high-quality jobs, and slash harmful emissions that jeopardize public health and pollute local ecosystems. “Under President Biden and Vice President Harris, America is leading the world in the development and deployment of clean hydrogen—a versatile fuel critical to reducing emissions from the most energy-intensive and polluting sectors of our economy,” said U.S. Secretary of Energy Jennifer M. Granholm. “Today’s announcement builds on the historic clean hydrogen investments made possible by the Investing in America agenda and will help deliver new economic opportunities across the nation while also reinforcing America’s global leadership in clean energy technologies for generations to come.” Today’s announcement supports the Biden-Harris Administration’s vision?of an affordable clean hydrogen economy that creates tens of thousands of high-quality jobs while tackling the climate crisis. This vision is embodied in the?U.S. National Clean Hydrogen Strategy and Roadmap, which is being implemented through a whole-of-government approach coordinated by the Hydrogen Interagency Task Force. These investments support several end-uses for clean hydrogen, and will become an important part of the DOE Hydrogen Program’s broad portfolio of research, development, and demonstration activities. They will work together with DOE’s Regional Clean Hydrogen Hubs and tax incentives in President Biden’s historic Inflation Reduction Act to accelerate progress toward a thriving clean hydrogen economy. Clean hydrogen is a flexible energy carrier and an essential input to several important chemical processes, such as fertilizer production and steelmaking. It can be produced from a diverse mix of domestic clean energy resources, including renewables, nuclear, and fossil resources with safe and responsible carbon capture. Its unique characteristics will help substantially reduce harmful emissions from some of the hardest-to-decarbonize sectors of the economy, such as chemical and industrial processes and heavy-duty transportation, while helping tackle the climate crisis. It could also be used as a form of long-duration energy storage to support the expansion of renewable power. By enabling the development of diverse, domestic clean energy pathways across multiple sectors of the economy, clean hydrogen will strengthen American energy independence and add to the nearly 16 million jobs created across the American economy since President Biden and Vice President Harris took office in January 2021. Building a Strong Domestic Clean Hydrogen Industry DOE’s?Hydrogen and Fuel Cell Technologies Office?(HFTO) will manage the selected projects, which span the following five topic areas: Components for Hydrogen Fueling of Medium- and Heavy-Duty (MD/HD) Vehicles (four projects, $8.5 million). Selected projects will develop advanced components to enable gaseous and liquid hydrogen fueling for medium- and heavy-duty hydrogen-powered vehicles. Standardized Hydrogen Refueling Station of the Future (four projects, $40 million). Selected projects will develop and demonstrate a low-cost, standardized, and replicable advanced “hydrogen fueling station of the future”—one that can meet the needs of commercial-scale MD/HD truck fueling. Hydrogen Fuel Cell-Powered Port Equipment (one project, $2.5 million).?Selected project will design, develop, and demonstrate a hydrogen fuel cell “top loader” (for handling containers) and a mobile refueler at the Port of Oakland. Enabling Permitting and Safety for Hydrogen Deployment (seven projects, $7 million).?Selected projects will identify the primary challenges to siting, permitting, and installation across the value chain from hydrogen production through end-use, and explore opportunities to address them. Equitable Hydrogen Technology Community Engagement (four projects, $4 million).?Selected projects will improve the capacity of DOE and DOE-funded projects to conduct effective community-engagement activities. With funding from HFTO and DOE’s Office of Fossil Energy and Carbon Management, these projects will engage directly with disadvantaged communities to help DOE gain a better understanding of their concerns and provide them with important information about hydrogen and related technologies, as well as develop lessons learned and best practices on?Community Benefits Plans.  Ensuring the Benefits of Our Clean Energy Future Reach Every American By improving technologies for key clean hydrogen applications and helping to spur deployment while ensuring safety and equity, these projects will support and reinforce the long-term viability of DOE’s?Regional Clean Hydrogen Hubs and other commercial-scale hydrogen installations. Projects on permitting, siting, and environmental justice also align with key priorities of the?Hydrogen Interagency Task Force?as pursued by its “Infrastructure, Siting, and Permitting” working group and “Workforce, Equity, and Justice” crosscutting team.   As part of President Biden’s and Vice President Harris’ efforts to build an equitable and inclusive clean energy future, all of the projects in the first four topic areas are expected to develop and ultimately implement comprehensive Community Benefits Plans (CBPs), while the remaining projects in the last topic area will focus on how to effectively develop CBPs as part of their community engagement efforts. CBPs ensure that selectees meaningfully engage with community and labor stakeholders to create good-paying jobs and improve the well-being of residents and workers. In support of the Biden-Harris Administration's Justice40 initiative, over $14 million of the announced funding is dedicated to community benefits and over 20 minority serving institutions are listed as project partners. Seven of the selected projects focus on the permitting and safety of hydrogen infrastructure, with four additional projects developing best practices for community benefits plans by meaningfully engaging with local disadvantaged communities. Selection for award negotiations is not a commitment by DOE to issue an award or provide funding.     • WASHINGTON, D.C.—In support of the Biden- Harris Administration's Investing in America agenda, the U.S. Department of Energy (DOE) announced today that it has selected 12 local governments and tribes to receive over $31 million in funding through the Communities Sparking Investments in Transformative Energy (C-SITE) funding opportunity. Under DOE’s new Local Government Energy Program, C-SITE supports the implementation of high-impact clean energy projects in disadvantaged communities, energy communities, and small- and medium-sized jurisdictions. “The Biden-Harris Administration is committed to ensuring that every community in the country is able to take advantage of the benefits of the clean energy economy,” said U.S. Secretary of Energy Jennifer M. Granholm. “By investing in energy projects in smaller, disadvantaged, and energy transition communities, these grants will reduce energy costs, increase resilience and create jobs and economic opportunity in places that have historically been left behind by federal programs.” “The James A. Henry building was already going to operate as a health clinic and early childhood education center for the people of the Westside, and now it will also be an energy efficient resilience hub," said Chattanooga, Tennessee Mayor Tim Kelly. "This grant was only possible because of our Climate Action Plan and the hard work of the Chattanooga Housing Authority. I want to thank the Department of Energy for recognizing the need for investment on the Westside." C-SITE was launched with a goal to fund projects that spark additional investments in communities and deliver direct benefits to workers and residents, such as workforce agreements and protections, reduced energy costs, improved air quality, and improved quality of life. Selected communities are investing in variety of clean energy approaches and technology areas including building efficiency and electrification, clean transportation, energy infrastructure upgrades, microgrid development and deployment, renewable energy, and workforce development.   In addition to grant funding, selected recipients will receive technical assistance to support project implementation. Notably, selectees will be able to receive a Community Energy Fellow, a DOE-sponsored clean energy professional that will be located in the host community for 18 months to help build capacity and support project outcomes. “We are thrilled by this opportunity to assist our underserved residents and communities with energy conservation and electrification improvements,” said Hennepin County Housing Program Manager Mike Jensen in Minnesota. “This project will reduce energy costs, improve health outcomes, and help protect families from future energy cost increases and the expected effects of climate change. Alongside our partners Sabathani, the Minneapolis American Indian Center, and the cities of Minneapolis and Brooklyn Park, Hennepin County will be able to preserve housing for residents living in climate vulnerable communities while investing in community renewable energy.” This first round of 12 selectees will engage over 32 different partners ranging from housing organizations, workforce training centers, and community-based non-profits. The projects selected demonstrate a range of benefits that could be models for other communities including: Transforming liabilities into assets, such as turning vacant lots into housing Modeling new approaches, such as deploying agrivoltaics in a small rural community Reducing operational costs and building resilience, such as creating resilience hubs Funding workforce opportunities, such as training unionizing local apprentices for e-bikes maintenance Sparking investments, such as creating new business models for municipal or tribally-owned utilities Learn more about the 12 selectees: City of Chattanooga, TN will create a community resilience hub by renovating and expanding a closed school to provide employment services, including roof insulation, high performance windows, LED lighting, and an efficient chiller. (Award amount $2,900,000)   Town of Greenville, FL will install agrivoltaics systems, retrofit community buildings with energy-efficient technologies, and host education trainings and workshops to enhance resilience and economic stability. (Award amount: $3,000,000) Hennepin County, MN will provide residential audits, weatherization, energy efficiency upgrades, and solar installation in disadvantaged communities, and deploy renewable energy on two resilience hubs, while creating opportunities for training and green job creation. (Award amount: $2,500,000) City of Highland Park, MI will install and maintain 30 solar powered streetlights to improve public safety and make other energy investments to reduce costs and create economic opportunities. (Award amount: $2,500,000) Hopi Utilities Corporation in Arizona will add a behind-the-meter, grid-tied Battery Energy Storage System (BESS) to store excess power from an existing microgrid to build energy resilience, decrease reliance on diesel generators, and reduce high costs of unreliable energy for the Hopi Tribe. (Award amount: $3,400,000) Native Village of Kotzebue in Northern Alaska, in collaboration with Kotzebue Electric Association, Kikiktagruk Inupiat Corp., Inc., the Northwest Arctic Borough, and Atautchikun, LLC., will invest in local, tribally-produced renewable solar energy and leverage decommissioned wind turbine infrastructure to improve resilience and reduce energy costs. (Award amount: $3,350,000) City of Milwaukee, WI will develop 25 all electric, Net-Zero Energy Homes on existing vacant lots in three disadvantaged communities using off-site construction of panel systems. (Award amount: $3,400,000)   City of New Orleans, LA will work with Louisiana Green Corps to expand the existing bike share system to provide a reliable, convenient, and affordable public transportation service by and for New Orleanians and train a new generation of e-bike mechanics to service the fleet. (Award amount: $1,700,000) Orick Community Services District, CA will establish a resilient microgrid with solar and storage to provide reliable power to critical facilities (water pumping station, community hall, fire station, grocery store). (Award amount: $900,000) Raton Public Service Company in Raton, NM will complete Phase 2 of a municipally-owned utility solar energy initiative by constructing 750kW of solar capacity and installing photovoltaic panels, inverters, and the necessary electrical infrastructure to integrate the expansion into the existing grid. (Award amount: $2,000,000) Red Lake Band of Chippewa Indians in Minnesota will invest in an innovative, behind-the-meter microgrid system to provide electricity for a secondary school complex, building towards a larger cooperative network and energy sovereignty and resilience in rural, tribal communities. (Award amount: $3,150,000) Region Five Development Commission, MN will provide inclusive clean energy financing to four pre-identified projects rural communities in central Minnesota, including a school solar project and a tribal electric vehicle project. (Award amount: $2,500,000)
